The Camarilla and London
It has been more than 10 years since London fell to the Second Inquisition. Queen Anne is missing presumed dead, and Kinded no longer hold power in the capital.
The most surveiled City in Europe is a dangerous place for supernatural beings. The 2I mortals have taken it back and security is tighter than ever. One borough however has established a Camarilla bridgehead into London, against all odds they endure.
Prince Zee Cross, Toreador has taken a rather different approach to leadership. Leading by consensus, frowned upon by many Elders as a weakness that can only result in failure. Somehow though Zee has not only kept Croydon strong but has avoided countless Second Inquisition raids.
There is a cost however, Croydon with a small population cannot support the number of Kindred that reside there and pressure on feeding is greatly increased. Under order of the Prince feeding is rationed and kindred are expected to hunt outside of Croydon where possible. Any breaches of the Masquerade will be punished with utmost severity. This makes feeding dangerous as kindred have to venture into London or other domains.
Elluding the inquisition / Rumours
Zee through some unknown method seems to always be aware of raids by the mortals before they occur and ensures any Kindred are long gone before the inquisition moves in.
How has Zee has accomplished this?
Prince Zee has made a deal with the Second Inquisition itself in exchange for leniency.
Some say Zee has made a deal with the Tremere of Warwickshire and the West Midlands, some rite perhaps.
Zee has hacked 2I systems and has inside information on raids.
That Zee has ghouls planted inside the Second Inquisition or that;
